Visiting researcher: Jane Arroyo

The IEE was pleased to welcome Jane Arroyo as a visiting researcher from September to December 2025.
Jane’s dissertation examines why and how the EU has strengthened its green industrial policy efforts in response to international pressures since 2020. She is particularly interested in understanding how the European Commission navigates competing political, economic, and environmental priorities to determine which green technologies and industries are supported, through which instruments, and what this reveals about the evolving political economy of the EU’s green transition.
The IEE-ULB’s interdisciplinary environment provided a stimulating setting to deepen the conceptual and theoretical foundations of Jane’s dissertation. During her stay, she was supervised by Prof. Amandine Crespy, whose work on the EU’s socio-economic governance and the role of discourse and ideas in shaping institutional change provided an invaluable anchor for the visit. Jane also had the opportunity to present her second dissertation paper, ‘Disjointed Strategic State Capacity: the EU’s Response to the US Inflation Reduction Act Beyond Institutional Constraints’, in the CEVIPOL Axe Europe seminar series organised by Alvaro Oleart and Tiago Moreira Ramalho.
Jane’s research stay at IEE-ULB also enabled her to conduct interviews with European policymakers and stakeholders in Brussels, allowing her to finalise the empirical work for her first dissertation paper. These exchanges both enriched her findings and helped her identify new arguments and potential interviewees for the next stages of her research project.
